Home Performance with ENERGY STAR is a national program administered by the U.S. Department of Energy in conjunction with the U.S. Environmental Protection Agency. 

The program is designed to deliver trusted home energy upgrades that make American homes safer, healthier, and more energy efficient.  Home Performance with ENERGY STAR offers a trusted approach to home upgrades that includes a comprehensive evaluation of the home based on building science principles, and home upgrades installed by trained and qualified networks of contractors, with rigorous quality assurance requirements. In addition to lowering energy costs, many homeowners that participate in Home Performance with ENERGY STAR find that their living spaces are more comfortable and healthier places for their families to live in as well. Since 2001, Home Performance with ENERGY STAR’s network of Sponsors and participating contractors have completed hundreds of thousands of home upgrades.

Program Milestones:

  • 2002:  Program Launch
  • 2005:  First utility joined the program (Efficiency Vermont)
  • 2006:  Ten active program sponsors
  • 2009:  Twenty active program sponsors
  • 2010:  100,000 projects completed
  • 2010:  First financial institution joined the program (Kentucky Housing Corporation)
  • 2011:  Under joint management by EPA and DOE
  • 2012:  250,000 projects completed
  • 2013:  More than 100 contractors receive the Century Club Award
  • 2013:  First sponsor implements HPXML (Arizona Public Service)
  • 2015:  500,000 projects completed
  • 2015:  Available beyond the continental U.S. (Alaska Housing Finance Corporation)
  • 2016:  Forty-five active program sponsors
  • 2017:  Forty-two active program sponsors and 1,400 active contractors
  • 2018:  750,000 projects completed
  • 2019:  More than 100,000 home upgrades completed in a single year
  • 2020:  Thirty-six program sponsors receive an ENERGY STAR Partner of the Year Award
  • 2021:  Home Performance with ENERGY STAR surpassed 1 million retrofitted homes over the lifetime of the program
