Set-top Boxes (STBs) Specification Version 3.0/4.0
The Versions 3.0 and 4.0 ENERGY STAR Set-top box (STB) specifications were finalized on January 21, 2011 and shall take effect on September 1, 2011 and July 1, 2013 (respectively). EPA updated the ENERGY STAR Set-top Box Program Requirements clarifying the Automatic Power Down (APD) requirement of the ENERGY STAR Version 3.0 Set-top Box (STB) specification. The finalized documents are posted below.
The U.S. Environmental Protection Agency (EPA) is making a clarification to the Automatic Power Down (APD) requirement of the ENERGY STAR Version 3.0 Set-top Box (STB) specification in light of numerous questions. Please refer to the memo below.
EPA updated the ENERGY STAR Set-top Box Program Requirements so that the Test Method now references the latest version of Canadian Standards Association (CSA) C380-11 test procedure. The use of C380-11 is acceptable in place of the C380-08 edition. This update does not require labs to be re-assessed to the 2011 edition right away. Rather, labs should have the 2011 edition reflected on their next scope according to their existing assessment schedule.
EPA has been asked by a certification body whether Set-top Boxes (STBs) undergoing qualification in a multi-room configuration need to also be tested in a single-room/single-output configuration. To streamline the testing process, EPA has updated the test method to allow testing of STBs in a multi-room configuration only, if that is the path to qualification chosen by a manufacturer.

The Final Draft Version 3.0 and 4.0 Set-top Box Program Requirements and associated documents were released on November 30, 2010. Stakeholders are strongly encouraged to email feedback to STBs@energystar.gov by December 20, 2010.

EPA hosted a stakeholder conference call on Wednesday July 7, 2010 to discuss proposed revisions to the ENERGY STAR Program Requirements for STB manufacturers and service providers. Comments on the service provider proposal are due to STBs@energystar.gov by July 30, 2010.
The Environmental Protection Agency (EPA) would like to thank all stakeholders for their contributions to the STB specification development meeting this past Friday. As discussed at the meeting, EPA has completed the the attached Tier 2 proposal to supplement the Draft 1 Version 3.0 ENERGY STAR Set-top Box specification that was previously distributed for review. Comments on this new Tier 2 proposal are due to STBs@energystar.gov no later than Friday, April 9, 2010.

The Draft 1 Version 3.0 ENERGY STAR Set-top Box specification was released on February 23, 2010. Manufacturers and other stakeholders are strongly encouraged to e-mail feedback on this Draft 1 Version 3.0 specification to STBs@energystar.gov by March 23, 2010.
EPA is seeking test data for products that are being considered for inclusion in the next revision of the specification, including products currently covered by the STB specification and IP STBs that are sold outside of a dedicated service provider contract. The test data will be used to inform the development of requirements and qualification criteria for all products in Version 3.0. Below, you will find the latest ENERGY STAR STB test procedure (modified to include references to some new technologies that are under evaluation) and a data collection form for documenting test results. Data submissions are due to EPA no later than January 5, 2010.
