This document defines how to configure the ENERGY STAR Reference Design Home and calculate the associated Energy Rating Index value for homes located in Guam, Hawaii, Puerto Rico, the Northern Mariana Islands, and the US Virgin Islands.

To earn the ENERGY STAR, a home must be certified under Version 3 of the program requirements, unless it is located within a U.S. state or territory utilizing a regional specification. Working with a Home Energy Rater, builders configure the preferred set of energy measures for their home and verify that the resulting Energy Rating Index meets or exceeds the ENERGY STAR Energy Rating Index Target.
