The ENERGY STAR Home Upgrade

Full Home Upgrade House

While not required by the Home Electrification and Appliances Rebate (HEAR) Program or the Home Efficiency Rebates (HOMES) program, the ENERGY STAR Home Upgrade is a cross-cutting platform that can be leveraged by state, territorial and Tribal rebate programs. Click here to take advantage of related promotional materials or specific individual upgrades.

The ENERGY STAR Home Upgrade is designed to address the unique educational needs and barriers faced by households interested in making energy- and money-saving upgrades. This set of six generally applicable, electric energy efficiency improvements work together to deliver significant energy and cost savings. The upgrades, which can be made all at once or as equipment is replaced, include the following:

  1. Clean heat and efficient cooling with an ENERGY STAR certified heat pump,
  2. Super-efficient hot water with an ENERGY STAR certified heat pump water heater,
  3. Smart climate controls including ENERGY STAR certified smart thermostats,
  4. High-performing ENERGY STAR certified windows or storm windows,
  5. A well-insulated and sealed attic,
  6. Electric-ready improvements such as electric panel upgrades to support appliance and vehicle electrification.

ENERGY STAR Home Upgrade and State Home Energy Rebate Programs

Through HEAR, states have the opportunity to provide incentives for multiple measures addressed in the ENERGY STAR Home Upgrade. Those measures and incentives are:

Windows and smart climate controls are not covered by HEAR.

For HOMES, EPA analysis (coming soon) indicates that all 6 measures in the ENERGY STAR Home Upgrade can on average achieve energy system savings of 20 to 35% depending on location. Installing multiple measures included in the ENERGY STAR Home Upgrade can help consumers achieve the whole-house energy reductions required in HOMES.
