Connecting Your Customers with ENERGY STAR Products

Since ENERGY STAR certification is a requirement of many of the upgrades in Inflation Reduction Act Home Energy Rebate programs, customers, installers, distributors, and implementation support contractors will need up-to-date information on ENERGY STAR certified products for the measures in your programs.

ENERGY STAR provides the following data and information tools to assist: 

  • Product Finders are customer-facing shopping resources that allows consumers to learn about an upgrade, search for certified products by feature and brand, and find out about available incentives in their ZIP Code.
  • Datasets are for use by partners and include detailed information by model number about product performance including energy usage, efficiency, and features. The EPA maintains 50+ related product data sets that are updated daily.
  • APIs (Application Program Interfaces) are for use by partners and enable two computer interfaces or software products to communicate. APIs can be used to receive regular updates to link to databases, update apps, and more.

Home Electrification and Appliance Rebate (HEAR) Program Data and Tools:

Product finders for the referenced product categories/subcategories have been prefiltered; APIs and datasets have not. In a few instances, there are notes about upcoming modifications or changes to these resources. The EPA is interested in feedback on other priority improvements needed by states.   • ENERGY STAR Certified Heat Pump Water Heaters (eligible for up to a $1,750 incentive under HEAR)

      • Please note that the ENERGY STAR commercial water heater specification covers electric and gas products. Only electric heat pump water heater models will be eligible for rebates under HEAR. ENERGY STAR certified models include integrated units (i.e., with a heat pump engine and tank), and units that are a heat pump engine intended to be integrated into a central system with separately purchased storage tanks, controls, and pumps. Per DOE rebate program guidance, central heat pump water heaters must demonstrate system-based efficiency encompassing the heat pump, storage tanks, booster heaters, pumps, and ancillary controls. EPA plans to revise its specification to develop system-based performance criteria and has developed a discussion guide and proposed a draft specification and final test method.
  • ENERGY STAR Certified Heat Pumps (eligible for up to an $8,000 incentive under HEAR)
    • Heat Pumps including Ducted, Ducted Cold Climate, Mini-Split, Mini-Split Cold Climate, and Single-Package Equipment can be found in the ENERGY STAR Certified Central Air Conditioners and Air-Source Heat Pumps dataset. (Dataset) Only Heat Pump Models are Eligible for HEAR.

      • The ENERGY STAR commercial heat pump specification is relevant to multifamily applications. In particular, certification is available for large and small variable refrigerant flow (VRF) heat pumps and very small commercial unitary heat pumps (CUHPs) (including cold climate models) applicable to individual multifamily units. EPA is reaching out to manufacturers with VRF products that meet ENERGY STAR criteria to encourage them to move forward with certification and is analyzing the availability of CUHP.

    • Check back for future updates on the following:
      • Air-to-water heat pumps may be eligible for certification under the ENERGY STAR residential boiler specification in the future. This is a longer-term effort that will be preceded by DOE development of an appropriate test procedure.
      • Room heat pumps are eligible for ENERGY STAR certification under the room air conditioner specification. DOE guidance states that room heat pumps will be eligible for HEAR rebates pending EPA criteria development and subsequent certification to a revised standard that also tests for heating mode performance. Criteria development is on a fast track with active manufacturer participation. A final test procedure is currently available.       • The EPA has announced a final draft specification and final test method for package terminal heat pumps (PTHP). For states wanting to limit rebate eligibility to PTHPs that perform in cold climates, please see Type 3 and 4 PTHPs in the final draft specification above.
  • ENERGY STAR Certified Electric Stoves, Cooktops, or Ranges (eligible for up to an $840 incentive under HEAR)

  • ENERGY STAR Certified Heat Pump Clothes Dryers (eligible for up to an $840 incentive under HEAR)  
    • Heat Pump Clothes Dryers (Finder) (Dataset) (API)
      • Please note that only heat pump models are rebate eligible.
    • Heat Pump Combination All-in-One Washer-Dryers (Finder) (Dataset)
      • Please note that only heat pump models are rebate eligible.

Note: The EPA plans to develop a separate product finder for heat pump clothes dryers (inclusive of all-in-one washer-dryer models). As part of this effort, there will be a filtered API and data-set specific to heat pump clothes dryers.

  • ENERGY STAR Certified Building Materials (eligible for up to a $1,600 incentive under HEAR)
    • Insulation (Finder) (Dataset) (API)
      • Insulation must be properly installed to qualify for a rebate.
    • Ventilation Materials. This product subtype is eligible for rebates only in homes that also receive air sealing services or otherwise achieve low air leakage rates.

Home Efficiency Rebates (HOMES) Program Data and Tools 

The HOMES rebate program is structured to provide an incentive for achieving a threshold of energy savings rather than providing incentives for a particular product or measure. However, DOE program guidance requires that retrofits address at least one major upgrade related to heating and cooling, envelope, and/or water heating end uses and requires ENERGY STAR certification for heating, cooling, and water heating.
