Absence of Consumer Awareness and Demand

The second area where most HPWH programs fall short is in failing to educate consumers about both incentives for water heaters available and the significant savings they offer. In service territories where this information is not clearly communicated, consumers do not ask their plumbing professional to install a HPWH but purchase them at retailers for DIY installation. Successful programs highlight that HPWHs provide energy savings and deliver the same hot water as traditional models. These programs should also offer substantial rebates, as well as plumber and peer recommendations and testimonials.
