2006 To support builders going above local energy code, Colorado Springs Utilities offers new home builders the opportunity to receive a financial incentive for building homes that perform above current standards. To participate, builders must have each home tested to the RESNET HERS (Home Energy Rating System) score by an independent, trained and certified rater. The HERS is the industry standard by which a home’s energy efficiency is measured. To produce a score, the rater models the homes design, appliances and materials, then inspects and tests the quality of construction to produce the final score. HERS is like a golf score, lower is better, with 100 indicating a home built to 2004/2006 code, and zero representing a home that uses no net energy in a calendar year. By using the HERS score, builders get another tool to determine the effectiveness of their designs, the quality of their contractor’s construction, and the choice of materials and appliances. The score also allows the builder to promote the efficiency of their homes to potential customers, differentiating themselves from the industry and allowing a more accurate cost of homeownership to be determined. The score also provides a tool to track the quality of contractors work and resulting homes built. The incentive is calculated based on the completed HERS score (excluding any PV generation), with lower scores receiving larger incentives. Qualified homes are eligible for energy incentives beginning at $400 per home at a HERS 65, with each HERS point reduction providing an additional $25 incentive. A bonus $350 incentive is also available to those homes that are certified to meet ENERGY STAR, National Green Building Standard (NGBS), Leadership in Energy and Environmental Design (LEED) or Passive House. One bonus available per home.

2009 Homebuilders can earn rebates for qualifying new homes, including ENERGY STAR certified homes, depending on performance level. Additional incentives are available for qualified ENERGY STAR appliances. Support includes plan analysis, on-site inspections and marketing materials.
