What began as a standard Y2K assessment of the energy facilities at the Robert A. Young Federal Building in St. Louis, MO, turned into a complete Energy Management System upgrade when Siemens Buildings Technologies identified several areas of the building's operations and maintenance facilities that could benefit from improved efficiency measures.

By using financing provided through a GSA Area wide contract with Ameren UE, the Robert A. Young Federal Building was able to install variable frequency drives for its chillers and variable frequency motors for the air handling units (which allow the units to gradually raise and lower the amount of air passing through the building, depending on the number of occupants). In addition, Siemens recommended several simple cost savings measures that were applied, including the installation of a water meter on the cooling tower, meters on chiller pumps, and a small scale lighting monitor. The overall costs of the upgrade totaled $892,116, with annual savings of $139,543 - a payback of less than 6.5 years.

The 20-year-old building houses military recruiting stations, the Internal Revenue Service, the Department of Housing and Urban Development, the Department of Labor, and many other Agencies.
