Acquired by Hines and the General Motors Pension Fund in 1993, 700 Eleventh Street is a 12-story, 302,000-square-foot office building in downtown Washington, D.C. Designed by Skidmore, Owings & Merrill, 700 Eleventh Street invokes the solidity and grandeur of 1930s industrial design, and sits astride Metro Center, the downtown heart of the city's Metro rail system. The rail station and the building's central location give 700 Eleventh Street's tenants unparalleled access, a convenience that is accented by a five-level underground garage with room for 328 cars, and 9,000 square feet of retail space on the ground floor. Inside, 700 Eleventh Street's lobby rises two stories with a walkway across the center providing access to the north side of the second floor. The building site includes a plaza on the 12th-Street side of the building, decorated with a fountain and a series of statues.

ENERGY STAR certification for 700 Eleventh Street is the result of a series of upgrades and retrofits. In the climate-control systems, 700 Eleventh Street features a 308-ton plate-to-plate heat exchanger to remove heat from condenser water. The building also has variable frequency drives (VFDs) on both cooling towers, on the fan that brings outside air into the HVAC system, and on 22 air handling units throughout the building. In each of these cases, these VFDs allow the building's climate-control systems to operate at levels corresponding to demand; meaning substantial energy savings at times of lower load. A similar feedback system is at work in the parking garage at 700 Eleventh Street, with sensors on four parking levels reading air quality to determine the speed at which supply and exhaust fans should operate. Occupancy sensors in the building's tenant spaces turn off lights in offices that are not in use, allowing automatic energy savings.
