The Frank Carlson Federal Building & U.S. Courthouse in Topeka, KS, houses the U.S. District Court for the District of Kansas, the U.S. Coast Guard, and offices for several other tenant agencies. The steel and concrete structure features a brick exterior and consists of six floors, four above grade and two below grade.


U.S. General Services Administration staff members at the Carlson Federal Building are focused on energy conservation. Improved energy efficiency and reduced energy usage is a continuous process for the facility.


GSA recently replaced the building automation system, improving the agency's ability to monitor HVAC equipment and lighting systems. Variable frequency drives (VFDs) were also installed on the air handling units. These changes allow the facility to use outside air to cool the building when temperature and humidity levels are conducive. The use of free cooling reduces the amount of energy consumed by the facility to condition its air.


These and other energy improvements increased tenant comfort and decreased overall energy usage by 6 percent from 2003 baseline figures.


As for the future of energy efficiency at the Carlson Federal Building & U.S. Courthouse, proposed upgrades include replacing two 30-year-old air handling units with new high performance units and replacing old Moduline diffusers and volume controllers with new variable air volume (VAV) boxes. GSA also plans to upgrade controls to direct digital controls, revise ductwork, and add new ceilings and light fixtures. The Carlson Federal Building is in the midst of a retro-commissioning and metering study. Improvements to building daylighting and lighting controls are also slated.


These and other improvements are expected to receive $810,000 in American Recovery and Reinvestment Act (ARRA) funding.


GSA informs tenants about energy-saving initiatives through newsletters and tenant meetings. Management uses posters in the facility's elevators to reinforce GSA's commitment to environmental stewardship and to educate tenants about their role in reducing facility energy usage.

In addition, a representative from the Carlson Federal Building's electricity provider visited the facility to find out how GSA lowered energy usage. The utility company noticed the reduction in energy usage and sought to learn the facility's best practices.
