The United States Capitol Police (USCP) is a federal law-enforcement agency comprised of more than 2,000 employees whose primary duties include protecting the United States Congress within the District of Columbia and throughout the United States and its territories. Within the agency, the K-9 unit provides specialty support needed to help the USCP fulfill its critical mission.
To enhance the training for K-9s and their handlers, the existing K-9 facility was remodeled. In 2004, the USCP opened a new, state-of-the-art K-9 complex that includes an office building, a kennel building, classrooms, a K-9 health and treatment center, a fitness center, locker facilities, and conference space. The complex is located within an enclosed park-like setting where the K-9s are trained.
Many energy-conservation components were installed in the K-9 facility during its construction, including high efficiency lighting, dedicated outdoor air systems with air-to-air thermal recovery, high-efficiency heat pumps, low-flow plumbing fixtures, and radiant floor heating. A detailed energy audit completed in 2009 identified additional energy conservation measures, many of which have been implemented, including roof insulation, LED lighting, and automated HVAC scheduling.
The K-9 facility is owned by the Office of the Architect of the Capitol (AOC) and managed by the AOC's Office of Security Programs (OSP). In 2012, OSP began using Portfolio Manager, EPA's ENERGY STAR measurement and tracking tool, in addition to existing internal tools to monitor and benchmark energy use at several of its facilities. EPA's Portfolio Manager confirmed that efforts to improve energy use over the years at the K-9 facility did indeed provide positive results and in 2012, the USCP K-9 facility earned the ENERGY STAR for superior energy performance.
The Architect of the Capitol and the U.S. Capitol Police are actively involved in ongoing energy and sustainability awareness programs and showcases. ENERGY STAR certification is proudly displayed in the lobby of the K-9 facility, as this was the first facility in the agency to achieve this recognition.
