Located in Des Moines, IA, the Neal Smith Federal Building is named for the state's longest-serving member of the U.S. House of Representatives. The 12-story facility houses more than 40 tenant agencies, including the U.S. Department of Agriculture Natural Resources Conservation Service, Internal Revenue Service, Veterans Benefits Administration, and Social Security Administration.


U.S. General Services Administration staff members at the Neal Smith Federal Building are focused on energy efficiency. GSA representatives worked with the U.S. Department of Energy to conduct an Energy Efficiency Expert Evaluation that identified several potential energy improvements. Staff at GSA's Iowa Field Office also sought guidance from the facility's electricity provider, MidAmerican Energy Company.


In 2009, GSA replaced the federal building's chiller plant and added variable frequency drives (VFDs) to condenser water pumps and cooling tower fans. These changes earned a large rebate from MidAmerican Energy. The agency also installed magnetic levitation chillers and restroom occupancy sensors.


These and other energy improvements increased tenant comfort and decreased overall energy usage by 3.7 percent from 2003 baseline figures.


As for the future of energy efficiency at the Neal Smith Federal Building, proposed upgrades include energy-efficient lighting retrofits, high efficiency transformers, a water-side economizer, vending machine controllers, and major renovations of HVAC equipment. GSA also plans to replace the drinking fountain chilled water system and incorporate daylight harvesting.


The Neal Smith Federal Building is in the midst of a retro-commissioning and metering study to ensure that proposed energy upgrades will reduce operation and maintenance costs. The study may also identify additional opportunities to reduce energy demand.


These and other improvements are expected to receive approximately $10.3 million in American Recovery and Reinvestment Act (ARRA) funding. GSA is committed to meeting its energy goals and continually reducing energy consumption at the Neal Smith Federal Building.


GSA sent letters to tenants outlining energy goals as prescribed by an Executive Order designed to strengthen the environmental, energy, and transportation management of federal agencies. Tenant agencies were also invited to participate with the building energy committee, which develops energy awareness campaigns and seeks to identify energy- and water-saving opportunities.
