The building was constructed in 2001 for the County of Alameda with energy conservation as the main objective. The energy management system (EMS) installed by Syserco, Inc. is a digital system that is accessible through the computer terminal located in the engineer's office. From there, every aspect of the HVAC system is monitored and changes made. The air conditioning is handled by Trane's Intellipak Units and heating is accomplished by using Laars Boilers. In 2010, new software has been installed to ensure that the energy management system is operating the building at its most efficient capacity.
To help increase lighting efficiency, the building uses Watt Miser sensors to turn off lights in perimeter offices when unoccupied, and also relies on electronic ballasts and T-8 lighting. Exterior lighting is controlled by photo cells and Watt Stopper timers. The building uses high performance, reflective glass panels. The building has an architectural grade precast exterior, coupled with a state of the art earthquake resistent design which not only makes this building a highly desirable work environment, but it is among one of the most structurally sound office buildings in the San Francisco Bay Area.
