The Fred B. Karl County Center was constructed in 1990 and is a 28-story office building encompassing 670,454 square feet. Offices cover 458,454 square feet, and an enclosed parking garage covers an additional 212,000 square feet. The remaining areas are finished public lobbies, elevator lobbies, and other common areas. The building houses more than 25 county departments and agencies and is the central office for the Board of County Commissioners, most Constitutional officers, and the County Administrator.

The Fred B. Karl County Center is one of five major buildings in the county's downtown Tampa complex, which total 1,557,969 square feet. The buildings are used for office space and court-related functions for County Commissioners, Constitutional Officers, the Public Defender, the State Attorney's office, and the 13th Judicial Court system.

In 2003, the county completed a major construction project (Courts Project Phase I) to build and open a new court building and a new Central Energy Plant. The Central Energy Plant supplied chilled water to three of the major county buildings in its downtown Tampa complex. In 2004, the Central Energy Plant was expanded to include the Fred B. Karl County Center and the Main Courthouse through a Guaranteed Energy Performance Saving Agreement (Courts Project Phase II). In order to service all five county buildings, a 1,500 ton ice-making chiller was installed in the Central Energy Plant and a thermal energy storage system was added on the same property. At night when energy costs are lower, the plant makes ice, and during the day when energy costs are higher, the ice is used to lower the temperature of the system's chilled water used for air conditioning. Several energy efficient measures in the buildings were also implemented, including the following:
 

The entire project was accomplished by an energy service company (ESCO) that guarantees an annual energy savings to the county. If the annual savings are not met, the ESCO is obligated to pay the county the difference between the guaranteed and actual savings. The project has led to energy cost savings of $1,515,849, producing a return on investment of 8.3 years. Due to the county's energy improvement efforts, it has also reduced its CO2 emissions by 9,592.5 tons.
