In 1995, Millard Fillmore Hospital Gates Circle partnered with BCS, a Western New York Energy Service Company, to develop a Comprehensive Energy Performance Contract to combat rising utility and operating costs at the facility. BCS, working closely with the hospital facility staff, developed a project that not only significantly reduced rising utility costs, but also addressed deteriorating and obsolete equipment and chronic maintenance issues. The project included a wide range of energy conservation measures including:

• Major lighting systems retrofits including fixture and ballast replacement, utilization of reflectors and energy efficient lamps and occupancy sensors;
• Facility Wide Energy Monitoring and Control System to achieve HVAC System Monitoring and Energy Saving functions through; unoccupied setback, hot water/chiller water reset, discharge air reset, outdoor air reset, demand limiting, steam valve control, duty cycling, chiller optimization, pump scheduling, optimal Start/Stop;
  Installation of weather-stripped low leakage dampers;
• Cooling tower economizer;
• Decommissioning of an inefficient chiller;
• Cleaning of coils and duct distribution systems;
• Boiler system upgrades;
• Variable speed drives on fan systems; and
• Conversion of constant volume systems to variable air volume systems.

In the years following the implementation of the Energy Performance Contract, additional measures and operational procedures have been instituted to further improve energy efficiency at the facility. These additional measures included:

• Automation of free cooling (economizer system);
• Flash steam heat exchanger controls to preheat domestic hot water;
• Variable speed drives for cooling towers;
• Monitoring and alarming of ultra low temperature freezers;
• Direct Digital Controls for MRI Suite;
• Variable speed drive for Accounting Department air handling system; and
• Load shedding software for automated rapid response integrated with utility incentive program.

The savings resulting from the implemented measures was verified primarily through the facility energy management system and cross referenced through utility bill comparison. Estimated and guaranteed energy savings values were exceeded the first two years following commissioning of the Energy Performance Contract allowing the facility to save additional annual costs by canceling the guarantee phase of the on-going services agreement.
