In 2008, Washington Elementary School District created the strategic goal of reducing electric energy consumption by 40 percent in just five years. In the first year, the district began an energy behavior modification program to reduce energy usage by 15 percent across more than 30 district campuses. The District implemented the program in-house with no assistance from outside consultants. District administration used ENERGY STAR tools and resources that EPA makes available to the public at no cost. Each building was benchmarked and energy data was tracked every month using Portfolio Manager, EPA's measurement and tracking tool. To support energy efficiency efforts, each campus created an energy committee, energy conservation plan, and an energy curriculum. District administration supported these efforts by providing facility managers, principals, staff members, parents, and students with ideas on ways to conserve energy. Monthly energy reports were distributed to administration, staff members, students, and parents on all campuses. The entire process was transparent. Friendly competition between campuses resulted in the District reducing electric usage by 15 percent in the first year of the program and by an additional 11 percent in the second year through energy behavior modification. The third year of the program reduced energy use by another two percent, bringing total energy savings to 28 percent in the first three years of the five-year program.


John Jacobs Elementary School?s community took the energy challenge to heart ? they created an energy committee and an aggressive energy awareness campaign and went to work to train building staff members to turn off lights, reduce appliance use, and better manage energy over vacations and holidays. The district?s administrators put a new roof on the school and installed an energy management system. John Jacobs Elementary School has increased its ENERGY STAR energy performance score by 51 points and reduced electric energy consumption by 39 percent, which is a reduction of more than 483,500 kWh.
