The Wellington E. Webb Municipal Office Building is a 630,000 square foot Class "A" office building with a 248,036 SF parking garage in downtown Denver. Mile High Development, LLC developed the building and completed it in September 2002. The philosophy behind its origin was to consolidate 43 Denver City agencies at one location. The consolidation has improved customer service and operating efficiencies of City staff. The ownership of the building is unique in that it was developed for the City and County of Denver and is owned by a non-profit entity, CCOB, Inc.

The building was designed to maximize natural light with a predominately glass exterior. Walled offices were located at the building's core while workstations with low height partitions including glass inserts were located at the building perimeter to allow a significant amount of natural light into most areas. Compact fluorescent fixtures provide workstation task lighting and are uniquely controlled by motion detectors, as are most office and conference rooms. General building lighting is provided by T-5 pendant style indirect lights, while hallways and stairways use T8 fixtures. Additionally, exit signs use LED lighting. All lighting with the exception of emergency lighting and workstation lighting is controlled by a General Electric PC based control system.

The building's mechanical systems, including over 700 VAV and fan powered VAV boxes, are controlled by a Delta EMS system with true DDC control. The engineering staff was trained extensively in the software applications of the energy management system and has fine-tuned these systems to minimize energy usage while maintaining comfortable conditions. These conditions are maintained by closing dampers to the unoccupied floors and only supplying air to the occupied floors. The 450,000 CFM main fans and most of the mechanical equipment are controlled by variable frequency drives. The extensive use of VFD fan controls allows for improved efficiency and exceptional control under changing conditions.

During the months that the building requires heat, waste condensate from the building's steam to heating hot water exchangers is used to heat the domestic water. The building's Southwestern solar exposure combined with low emissivity double pane glass with insulated frames also help to minimize heat gain and loss. ThyssenKrupp elevators are powered by variable frequency drives and employ the latest in relay logic and microprocessor control to minimize wait times and maximize energy efficiency.
