The County of Cumberland, Pennsylvania pursued energy efficiency by entering into a 15-year guaranteed payback energy savings program. A few highlights of the program included the following.
All lighting was changed from T-12 to T-8 lighting, and magnetic ballasts were replaced with electronic ballasts. Compact fluorescents (CFLs) took the place of incandescent bulbs, and motion detector vending misers were placed on all soda machines.
All toilets were replaced with pressure-assist 1.6 GPF toilets; urinals were upgraded with 1.0 GPF flush valves; and all sinks were upgraded with low-flow spigots.
Out-dated boilers were replaced with dual fuel boilers, which allow the County to utilize either gas or oil, depending on cost effectiveness.
An EMS computer system was installed, which enables County maintenance to monitor temperatures, provide setbacks, turn equipment on or off, and monitor water temperatures. This system eliminates the need for manual resets and enables remote access in order to regulate energy items.
These initiatives were achieved internally as the need for energy savings increased. The County also maintained energy efficiency as a priority during its expansion and purchase of other buildings. Since the inception of the energy plan, Cumberland County has averaged approximately 15 percent above the guaranteed savings. Below is a summary of the energy savings over a 15-year period for all County Buildings.
The projected energy savings for the project over 15 years are as follows:
-- Electricity: 31.6 million kWh
-- Thermal: 75,000 MMBtu
-- Water: 77.5 million gallons
The projected savings in emissions for the project over 15 years are as follows:
--Carbon Dioxide: 72.6 million pounds or 36 tons
--Sulfur Oxides: 500,000 pounds or 248 tons
--Nitrogen Oxides: 150,000 pounds or 75 tons
