Built in 1931, 21 Penn Plaza (aka 360 West 31st Street) is a more than 377,000-square-foot, Class B office building located on the southeast corner of Ninth Avenue and West 31st Street. The building is a 16-story (plus mechanical bulkheads) reinforced concrete structure composed of concrete-framed brick and terra cotta. The building facades are bonded brick masonry with art deco terra cotta decorative elements at parapets and masonry piers.
The building has two 597-ton Trane Centravec electrical drive chillers and use R-11. The chillers use 208-volt, 3-phase motors fused at 2,000 amps and draw 1,420 amps maximum. The equipment includes two 676-ton cooling towers providing a total of 1,352 tons. The building also has two 40 HP chilled water pumps and two 75 HP condenser water pumps and a fifth 75 HP pump that can be switched between either of the conditioned waters. All pumps are 208-volt, 3-phase pumps.
Electrical service is fed by three 4,000 amp feeders to the building giving a total of 4,320kw of supply at 120 /208 volts. Step up transformers are used in the building for equipment and lighting using 277/480 volts.
The sprinkler system is monitored by water flow switches, but most valves are chained in the open position and are provided with tamper switches.
