The Florida Department of Health is a five-story building located in downtown West Palm Beach, Florida. In addition to public health administration, the building houses many of the department's programs including: Public Health/Preventive Medicine Residency, licensing and permitting services, Environmental Public Health services, dental, Maternal Child Health, nutrition, human resources, vital statistics, information technology, school health and community health.
Constructed in 2009, the building is owned and managed by the State of Florida. This energy-efficient building was designed to take advantage of natural light. The impact resistant glass has a manufactured tint to reduce heat gains from direct sunlight and add insulation. T8 lamps and occupancy sensors were installed throughout the building and in the stairways.
Upon moving into the building, the energy management team from the Environmental Public Health Department and the building manager agreed to implement energy efficient strategies to further reduce energy costs and greenhouse gas emissions. As part of the EPA Air Grant Commitment to promote energy efficient projects, the energy management team began benchmarking in 2009 using Portfolio Manager, which returned a baseline score of 58.
The first initiative implemented in 2010 was the purchase and installation of energy-efficient blinds to further reduce the building?s heat gain from direct sunlight through its tinted impact resistant glass. An HVAC energy management system was implemented next, which involves changing the HVAC filters regularly, optimizing the HVAC system and adjusting the dampers as needed. Chilled water is also used to cool down the HVAC system. The IT department also implemented many energy-saving features, including providing power down features for the computers and purchasing ENERGY STAR-certified equipment. The team is currently working on converting 1000 watt metal halide parking lot lights to LED lighting. All of these strategies have resulted in a current score of 77 in Portfolio Manager.
To reduce water consumption, waterless urinals were installed in the men?s restrooms. Irrigation wells installed in 2010 resulted in a 94% water cost reduction.
