Providence Portland Medical Center, a member of Providence Health System (PHS), was built in 1940 and has undergone major additions over the years.

In 1995, we initiated a pilot program on energy efficiency that preceded a PHS-wide commitment to energy management. Today, PHS has a comprehensive and full-time Energy Management Program, which includes a written Energy Policy and Strategic Energy Management Plan. PHS also has an established Energy Team, lead by the Utilities Program Manager, who works with our local facility director.

As with all PHS facilities, we use the ENERGY STAR Building Manual and Portfolio Manager as the backbone of our energy management efforts. To date, we have upgraded our lighting, HVAC system, and chillers.

Lighting: We retrofitted 14,000 T-12 lights with magnetic ballasts to T-8s with electronic ballasts. We also replaced incandescents with CFLs or LEDs and retrofitted 400 exit signs with LightPanel technology (glows with less electricity than LEDs). LightPanel technology is now part of our standard operating practice.

HVAC: We added a third chilled water loop using variable primary flow with two-way pressure independent valves to better match their part-loads with their chilled water capacity. They now flow less water than they would with a conventional system. We also upgraded to direct digital control (DDC), which allows us to more accurately and effectively maintain and monitor our HVAC equipment to identify any needed performance improvements.

Chillers: We replaced two older, >1KW per ton, chillers with .54KW per ton chillers.

We also worked with our local water bureau to get water credits for water that is evaporated out of the chilling towers and used for irrigation. This has saved us approximately $90,000 in sewer fees. We also expect all of our outside consultants and vendors to make energy efficiency and conservation a high priority in their work for our facility.


We communicate about our energy successes with our employees through employee newsletters, intranet articles, central utility plant open houses, and presentations at Providence Health System Manager's Forums and facility staff meetings. We also hold energy fairs that assist our employees with their energy efficiency or conservation efforts at work and at home.

As for communications to our community, we participate in co-op advertising with local utilities, submit articles, and speak locally about our energy management achievements. We also do some co-branding with local utilities to promote ENERGY STAR.
