Located in south-central New Mexico, the Alamogordo Public School District (APS) serves a population of 40,000 residents and 6,300 students, and stands at an elevation of 4,350 feet above sea level. Originally built in 1954, Oregon Elementary School houses more than 34,200 square feet of space and serves more than 300 students.


In 2005, APS performed a lighting retrofit, which replaced T12 fluorescents with efficient T8 lamps and electronic ballasts. This was part of a performance contract with Energy Control Inc (ECI), which serves as the district?s energy service company. The performance contract included direct digital controls (DDCs) in four schools, a ground-source heat pump system (GHP) at one school, and lighting retrofits in 13 schools ? delivering $198,000 in annual savings. Since installing the initial GHP system, APS has converted an additional five schools, Oregon being among them. GHP systems now provide temperature control for more than 50 percent of the District?s educational space.


Oregon Elementary School averaged a 17 percent improvement in electrical consumption over the three years following the lighting retrofit. In 2009, APS initiated an energy education program to manage start/stop times for the building automation systems and to initiate behavior modification so that students and staff members could help conserve energy. APS saw an additional 10 percent improvement in consumption at Oregon Elementary.


Oregon Elementary was in critical need of a retrofit, and the District scheduled upgrades through its Master Development Plan. Aged gas radiant space heaters and swamp coolers provided inadequate temperature control, were inefficient, and had high maintenance requirements which overwhelmed Alamogordo staff members. APS had seen great success in the conversion of previous schools to ground-coupled heat pumps and wished to do the same for Oregon Elementary. APS initiated building upgrades in the summer of 2012.


ECI designed a bore field and heat pump system consisting of 30 heat pumps and more than 70 bore holes, providing more than 100 tons of capacity. ECI also performed improvements to air distribution systems, DDC, and lighting. Ceiling heat pumps were installed within the hallways for easy access. This improvement aligned with a lighting retrofit of the hallways. The dilapidated playground and basketball court offered the ideal location for the bore field. ECI was able to protect the bore field and in turn, revitalize the recreation area, which is owned jointly by the school and city, providing cultural improvements for the local community.


APS anticipates a 60 percent savings in natural gas use over the 2012-2013 winter. The GHP systems have been a positive step towards meeting sustainability needs in the District. And, even as some of the conversions have produced slightly higher electricity consumption, the overall annual utility costs at all of the installation sites have decreased.
