Mount Vernon Elementary School is a 56,326 square foot elementary school located in the Tabb area of York County. Originally built in 1962, the school was expanded in 1987 to include an 18,101 square foot classroom addition. In 2001, the York County School Division (YCSD) began to replace the original roof in stages. Over a period of 5 years, the roofing was replaced over two classroom wings, the gymnasium, and the sloping roof around the perimeter of the building. During these renovations, the existing inefficient air-to-air heat pumps and split-system heat pumps were replaced with high-efficiency, gas-fired package rooftop air-conditioning units. A white cap sheet was also installed, giving the roofs a much higher level of sun reflectivity and greatly reducing the solar heat load on the building. Some of the most visible areas of the roof were covered with a light tan cap sheet for aesthetic purposes.

In addition to the roofing upgrades, the existing Direct Control (DDC) building automation system was also upgraded to include the following features:

  • Individual building automation controls for each classroom, enabling the occupant to adjust the temperature up or down 3?F and override the "off" schedule in 1 hour increments
  • Heating and air-conditioning (HVAC) system shift to setback temperatures at night and on weekends and holidays
  • Start and stop times for HVAC equipment that recalculate daily based on room temperature and outside air temperature
  • Exterior lighting control based on time and outside light levels
  • Records of temperatures, alarms, and equipment run times to verify proper operation 
  • Permanent humidity monitoring


In 2006, the school division made a move to further reduce energy consumption by adding occupancy sensors in each classroom to turn off lights when rooms are unoccupied. These sensors also signal the building automation system to reset room temperature set points when no one is in the room. In 2007, the existing High Intensity Discharge (HID) lighting in the gymnasium was replaced with high-efficiency T-5 lighting. The increase in light levels was dramatic, and electrical consumption for the lighting was cut in half.


The success of our ENERGY STAR program has been presented at multiple conferences. We are proud to feature Mount Vernon Elementary as an ENERGY STAR qualified building on York County School Division's "Green YCSD" Web site, which details energy conservation efforts in the schools and the activities of various "green" clubs throughout the county schools. The school division also participates in various Earth Day activities and EPA's ENERGY STAR Change a Light campaign.


"When this building was first benchmarked in July 2001, its ENERGY STAR energy performance rating was only 62. Due to the replacement of the roof and air-conditioning equipment, and through the sustained efforts of the division's energy conservation staff, the ENERGY STAR energy performance rating continued to rise. The final qualifying energy performance rating was ultimately achieved through the conscientious effort and hard work of students and staff at Mount Vernon Elementary School to save energy and protect the environment."
