West Allis Central High School (CHS) was constructed in 1933 and expanded in 1973 to include new classrooms and a field house addition. The facility now covers 330,000 square feet and houses 1,200 students. CHS exemplifies an older building that earned the ENERGY STAR by changing its operations and maintenance to maximize energy efficiency. 
In 2003, CHS benchmarked its facility using EPA's Portfolio Manager tool. The following year, the district school board hired Energy Education, Inc., to implement a people-based energy conservation program. In addition, the board hired a full-time energy manager, adopted a district-wide energy policy, and created energy guidelines for operating all 17 district schools.  By paying attention to behavior and implementing technology measures, CHS raised its energy performance rating high enough to achieve the ENERGY STAR for the first time in 2007.

To reduce energy use, CHS began by adjusting the building energy management system (EMS) to reduce non-school run times for the main air handling units and schedule chillers to run during off-peak hours. In addition, school officials reduced or eliminated summer air conditioning whenever possible and required the use of pool covers. 

CHS also made technical upgrades to the building by replacing the boiler burner; a 600-ton centrifugal chiller; and the pool and locker room HVAC with energy-efficient upgrades. Additionally, school officials were able to reduce the lighting load from 50 kW to 20kW with an innovative lighting upgrade that used an instant "on" feature on existing field house fixtures that maintained light quality while lowering operating hours.

An ENERGY STAR partner since 2007, CHS earned the ENERGY STAR for a second time in 2008. By employing these strategies and continuing to operate the school smartly, CHS demonstrates that a well-run older building can earn the ENERGY STAR for superior energy performance.
