8300 Tower is a 282,000 square foot Class "A" 12 story office tower built in 1983 and located in the southwest Minneapolis suburb of Bloomington, Minnesota.  Owned by TIAA-CREF and managed/leased by NorthMarq Real Estate Services LLC, this impressive building is one of five office buildings located within Normandale Lake Office Park.  All buildings are interconnected either by skyway or ground floor interior connection.  The 8300 Tower features a glazed blue reflective glass and brick exterior fa?ade and a two-story floor to ceiling marble atrium, with an attached three-level parking structure.  The building has been meticulously maintained and provides a number of amenities for its occupants.

Providing supreme service levels to a diverse tenant mix, while operating at the highest level of energy efficiency was key in researching how to become more efficient.  This research focused on the existing energy management system (EMS).  Ventilation is via a built-up VAV central fan system.  Heating is provided by electric radiant heating panels installed along the perimeter of the ceiling grid.  Cooling is derived from two 340-ton centrifugal chillers with chilled water being delivered to a central air handling system.  The air handling system consists of two variable pitch supply and two variable pitch return fans.  The building EMS includes distributed direct digital control (DDC) of fan and smart DDC/VAV box controls.  The system will optimally start and stop the chiller and fans.    A recommissioning study commenced in 2006 with the building's performance monitored and tracked over a one-year period.  Recommendations for improvements occurred in 2007 and included reducing building envelope leakage at the building roof line, incorporation of controls for radiant panels from the building automation system based on space temperature and zoning and improving fan flow and balance, damper coordination, building pressurization and return fan vane pitch control and mixed air temperature control.  Parking ramp lighting was retrofitted to increase lighting levels.  However, with the incorporation of compact fluorescent lights, perimeter day lighting, and occupancy sensors, energy usage did not increase.  Ramp lighting is controlled by a web-based system providing flexibility for changes.  In 1995, building lighting was retrofitted to T8 lighting throughout.  The building has variable frequency drives on the domestic water pumps.  Photo controls provide control for entry vestibule and occupancy sensors have been installed in restrooms throughout the building.

No-cost measures include continuous communication with the tenant base through emails to tenant contacts, the property newsletter and the property web site.  Examples of this message include turning off unnecessary lighting, computers and copiers as well as lowering blinds during high solar load times of the day.  Janitorial and security staff are also highly involved in turning off lighting as cleaning is completed and continuously monitoring night lighting and extinguishing lighting when not in use.  In addition, in October 2008, as a result of TIAA-CREF's ENERGY STAR Partner of the Year Award, compact fluorescent light bulbs were distributed personally by management to all occupants while they left for the day.  This encourages them to take the message of energy conservation into their homes.   The ENERGY STAR plaque is also prominently displayed in the building lobby reminding all who enter of the high concentration the property has for energy conservation.    The building obtained the ENERGY STAR in 2008.
