As the first building in Seattle, WA, specifically designed for offices of the federal government, the Federal Office Building (FOB) is one of the General Services Administration (GSA) Northwest/Arctic region's historic structures.

Constructed in 1933, the FOB is an 11-story building (including the basement and sub-basement) that covers an entire city block in downtown Seattle. There are eight floors of occupied space serviced by four elevators

In 1993, several major building systems were renovated in the FOB, and the following improvements were made:

-- Retrofitted for seismic activity.

-- Installed an air conditioning system.

-- Performed asbestos abatement.

-- Made architectural repairs.

-- Addressed space requirements for agency housing.

In 2006, GSA contracted for an Energy Audit through Bonneville Power Administration for the lighting and HVAC systems, which helped it identify underperforming areas of the building. The cooling tower was also replaced with a more efficient design.

In the fall of 2007, the elevator bank was renovated under a repair and alteration project. The control mechanisms were upgraded, resulting in a savings of 70,000 kwh per year. The control panels for the Building Automation System were also replaced. That year, a retro-commissioning study and thermographic study were also completed.

In 2008, Energy Project funding was received, and the project was completed in 2009. Older office T-8 lighting systems were replaced with high performance T-8 lamps and ballasts. Numerous other lighting improvements were made, such as improved garage lighting using CFLs and reduced hallway cove lighting. Variable frequency drives (VFDs) with premium efficiency motors were also installed on the ventilation fans.

Since 2007, Seattle City Light has provided more than $110,000 in incentive funding for the completed projects at FOB. This funding is channeled back to FOB or other GSA buildings for further energy improvements.


In 2007-2008, the FOB participated in the BOMA Kilowatt Crackdown contest and received second place for Energy Performance.

To encourage tenant awareness, the Property Manager holds quarterly tenant meetings and frequently mentions energy-efficient practices such as turning off computers and monitors when not in use and turning off lights in unoccupied rooms.
