During the past 10 years, the Philadelphia VA Medical Center completed three phases of a construction project, in which all mechanical, HVAC, and plumbing systems were upgraded. Upgrades also included lighting and the installation of a state of the art energy management system (EMS) (Siebe, Invensys building system). The EMS provides overall control for the chiller plant, chilled water system, hot water heating system, air handling system (50 A/c units), VFD pumps, and high-efficiency motors. The EMS controls space temperature and supply air temperature through VVB and CVB. These boxes are located in all occupied spaces. The Philadelphia VA Medical Center has completed 90% of the final phase of the HVAC system upgrade in building # 1, which will provide 100% ATC for the Center.
