Stakeholder Meeting Agenda

Dear Home Performance with ENERGY STAR Stakeholders,

You are invited to attend a Home Performance with ENERGY STAR Stakeholder meeting on April 13 to share ideas on how to strengthen our work on home efficiency upgrades. As you may have heard, federal activities promoting whole home energy upgrades will be consolidated at DOE. This meeting will include discussion about program design, communications, and tools and resources. For more details about these discussion topics, please see the agenda below. The meeting will be held at the Marriott Wardman Park Hotel in Washington, DC from 8:30 am to 2:00 pm. 8:45 � 9:20 Update on Program Transition to DOE and Questions (EPA and DOE)
9:20 � 9:30 Goals and objectives of Home Performance with ENERGY STAR (HPwES) program
9:30 � 10:30 Home Performance with ENERGY STAR - Defined
Discuss options for how to improve program design to achieve the stated goals and objectives. This session should result in clear feedback that will help define the program as it is transitioned to DOE. Options being considered include:
  • Align with Better Buildings Program to target total energy savings of at least 15% on each retrofit.
  • Develop HPwES packages of improvements that will result in high performance homes.
  • Encourage comprehensive improvements that address all aspects of a house performed by a certified workforce.
  • Leave as-is: Provide a comprehensive home energy audit (test-in) and test-out after home improvement services are delivered.
Attendees will be asked to respond to the proposed options and offer comments on improving the program design.

10:45 � 11:45 Home Performance with ENERGY STAR - The Name
Discuss current and future strategies for how to improve communications to achieve the stated goals and objectives. Participants should be ready to provide feedback to DOE and EPA on the following issues:
  • Discuss use of the �ENERGY STAR� name as a part of the program by program sponsors, contractors, consumers, and other stakeholders.
  • Discuss use of ENERGY STAR to promote home performance versus ENERGY STAR as a label indicating performance achievement.
  • Discuss options and process for developing and implementing a new program name.
  • Evaluate how stakeholders use existing HPwES cooperative marketing materials and tools; and gauge need for additional marketing tools for program sponsors and other stakeholders.
Attendees will be asked to respond to the proposed issues and offer comments on improving program communications.

Discuss how to utilize and improve new tools and resources to achieve the stated goals and objectives. This session will allow participants with an opportunity to provide feedback on current and potential tools and resources developed by DOE and EPA:

  • Home Energy Score
  • Indoor Environment Protocols
  • Quality Assurance Protocols*
  • Program Evaluation Protocols*
  • Software Testing Protocols*
  • Data Transfer Protocols*
Attendees will be asked to respond to the proposed tools and resources and offer comments on improving program support.
