The main barriers with school districts are financial restrictions.  The district has a limited capital budget to function every fiscal year.  It is usually impossible to roll out a large capital project without requeting for every possible aid that is available, which could be a long-winded process.  Johnson Control's ability to take that burden off the districts shoulder and offer them financing options is a viable solution to the school board.  The financing cost is a limited dollar amount that they can allocate into their fiscal year budget.  Most of the time the savings achieved usually pays for the cost.
