Purchased by Oakland County in 2003, this six-story building was renovated extensively before re-opening in 2006. It currently houses various County offices including: Purchasing, Planning and Economic Development, Human Resources, Management and Budget, Risk Management, and County Executive. The building also features a 7,700-square-foot, multi-use conference center.

During renovations, the building envelope was restored and updated, and additional roof insulation was installed. A skylight was introduced and changes were made to the interior layout to take better advantage of natural light.

At the same time, mechanical and electrical systems were completely refurbished. The building is heated by three high efficiency gas-fired hot water boilers supplying heat to central air handling units and a perimeter baseboard system. Domestic hot water is supplied by separate gas-fired water heaters. Cooling is provided by a central high efficiency electric chiller that supplies chilled water to the central air handlers. The entire system is controlled by a building automation system (BAS). Lighting throughout the building consists of recessed indirect fluorescent fixtures with T-8 lamps and electronic ballasts. Motion sensor lighting controls are installed throughout. The facility is also equipped with a 350 KW diesel-powered generator and automatic transfer switch, which provides power in emergency situations and also affords the opportunity to load-shed during peak electrical demand periods, resulting in reduced electricity costs.

Maintenance and Operations staff is committed to a thorough preventative maintenance program for all mechanical equipment (including HVAC filter replacement, damper service and adjustment, belt adjustment or replacement, coil cleaning, and inspection/lubrication of all moving parts). Properly maintained equipment not only operates more efficiently, but requires repair or replacement less frequently.

When the building was first benchmarked in EPA's Portfolio Manager, it recieved an energy performance score of 74. After minor BAS adjustments, the building achieved a 75 rating in Portfolio Manager and earned the ENERGY STAR for superior energy performance.

Communications:

The ENERGY STAR plaque will proudly be displayed in the building's lobby as one more example of how Oakland County Executive L. Brooks Patterson has been leading by example in saving energy and protecting the environment.

The Facilities Management Department has implemented several initiatives over the years, including a comprehensive set of Energy Management Procedures and a stated goal of reducing energy use by 15 percent within the next 4 years, which have already reduced the County's energy costs by several million dollars. Recently, Mr. Patterson launched the OakGreen Program and Challenge to encourage others in the community to follow the County's lead and to take advantage of Federal and other incentives now available to retrofit older systems and improve building envelopes. OakGreen's mission is to provide businesses, communities, and residents with the knowledge and tools to reduce expenses and embrace the "Triple Bottom Line" of sustainability, which takes into consideration economic, environmental, and community factors when setting policies that impact energy use.
OakGreen will educate the public with a web presence and promote funding for local governments, residents, and businesses to implement the retrofits necessary to reduce their energy costs.
