Developed by Hines, Franklin Square is a 12-story, 498,000-square-foot Class-A office building in the heart of the Washington, D.C. Central Business District. The design, by John Burgee Architects with Philip Johnson, evokes the architectural traditions of historic Washington, with an exterior clad in Indiana buff limestone, and massive 11-story columns supporting a classic French mansard roof. The verticality of the fa?ade is continued in the building's lobby, with six free-standing fluted limestone columns rising three stories beneath a coffered ceiling of translucent glass panels. Illuminated from above, these panels create a skylight effect, illuminating the lobby's green and black marble floors and limestone walls, accented with inlays of semi-precious red jasper. Franklin Square was completed in 1989.

ENERGY STAR certification for Franklin Square resulted from both existing and upgraded features. The curtain walls include a thermally-inspected insulation system, and the windows are of coated thermal glass, with a mullion system which incorporates a thermal break. Existing fluorescent lighting was retrofitted to include electronic ballasts and T-8 25 watt fluorescent lamps, and incandescent lighting was replaced with PL-type fluorescent lamps.

Climate-control systems at Franklin Square were also retrofitted for greater efficiency. The cooling tower fill was replaced, and variable frequency drives (VFDs) were added to tower fans and condenser pumps; allowing energy consumption to vary with demand. Franklin Square is also participating in the Potomac Electric Company's load curtailment program.
