The Tucson Federal Building in Tuscon, AZ, houses the offices of 12 Federal agencies including the Indian Health Services, the Department of Labor, the US Fish and Wildlife Service, the Internal Revenue Service, and the General Services Administration (GSA). Built in 1980, this eight-story building is owned and operated by the GSA and has been awarded the ENERGY STAR Label for Buildings, placing it among the top 25 percent of commercial and government buildings with regards to energy efficiency.

The GSA has taken a comprehensive approach to energy efficiency at the building. Numerous measures have been implemented to retrofit and upgrade its energy systems. The building's fluorescent lights were replaced with efficient T-8s. The fan systems were retrofitted with high efficiency motors and variable speed drives were installed on cooling tower motors. Using a Basic Ordering Agreement (BOA) with Tucson Electric Power, load reduction strategies were implemented. These included replacing single pane windows with dual pane ones and converting the elevator equipment from a motor generator to a solid-state drive system.

The outdated backup chiller was replaced with a high-efficiency chiller, which then became the primary chiller for the building. A Plate and Frame heat exchanger was also installed, which allows for the building to be cooled without running the chiller when the wet bulb temperature is below 60NF. In addition, the building's Energy Management System (EMS) was upgraded to a Johnson Controls' Metasys® System, which allows more efficient operation of the building systems by sharing data and operating information between connected portions.

The total cost of implementing these energy efficiency measures was approximately $365,000. They provide an annual energy cost savings of $47,024 with a payback of just over seven and a half years.
