The Thomas F. Eagleton U.S. Courthouse is a 29-story concrete and steel structure and is the second largest federal courthouse in the nation. The Eagleton Courthouse overlooks Busch Stadium and is situated near the Mississippi River in downtown St. Louis. The facility's primary tenant is the Judiciary, as the building houses the 8th U.S. Circuit Court of Appeals, the U.S. District Court for the Eastern District of Missouri, and several other courtrooms, chambers, and offices.

 

Energy efficiency played a role in the design and construction of this facility. U.S. General Services Administration (GSA) building management and facilities operations specialists continually review building and systems operations for opportunities to improve tenant comfort and reduce energy usage. The operations and maintenance contractor for the Eagleton Courthouse, LB&B, also helped GSA identify cost-saving opportunities and optimize the operational efficiency of building systems.

 

GSA management and operations personnel recently modified the Lithonia lighting control system and made slight changes to the sequence of system operations to reduce energy usage. They also changed the air handler unit program to reduce air handler operation time and installed a meter for the grounds irrigation system.

 

These changes and building-wide energy-saving practices reduced Eagleton Courthouse energy usage by 6.8 percent from 2008 figures. This resulted in a cost savings of $153,544, which is an 11.7-percent decrease.

 

Past adjustments to the air handler and chilled water valve systems included eliminating the use of steam to regulate temperature, increasing chilled water temperature, and incorporating automatic air handler discharge temperature resets. The resulting energy savings were more than $250,000 per year. Since 2003, Eagleton energy usage has been reduced by approximately 20 percent.

 

As for the future of energy at Eagleton, proposed projects include the installation of an upgraded energy management and control system, advanced utility metering, and variable frequency drives (VFDs) on chillers and domestic water pumps. GSA also plans to replace existing lamps with new energy-efficient T-8 28 watt lamps and to employ a new sequence of operations for the energy management control system (EMCS). The Eagleton Courthouse expects to receive approximately $4.4 million in American Recovery and Reinvestment Act funding.

The GSA building management team educates tenants about energy efficiency and savings through monthly tenant meetings, newsletters, and periodic emails. Tenants receive information on their role in reducing energy usage.
