San Diego VA Medical Center (SDVA), as an integral part of The VA San Diego Healthcare System (VASDHS), continues to be a leader in providing high quality patient-centered care with advanced technologies and a strong commitment to friendly and compassionate service to more than 230,261 Veterans in the San Diego and Imperial Valley counties.

Affiliated with the University of California, San Diego School of Medicine, the Medical Center provided training for 2,429 medical interns, residents, fellows, and other clinical trainees in fiscal year 2013. In addition, its operation relies heavily on volunteers numbering 1,976 in FY2013. This is also one of the largest medical research programs within the VA, with 193 principal investigators conducting 502 research projects.

Recognized by the Joint Commission as a Top Performer on Key Quality Measures two years in a row (2012 was the most recent), the VASDHS is ranked among the top 33 percent of all accredited hospitals. The Medical Center and Health Care System received several green program awards including the following:

- Partners for Change Award under Practice Greenhealth's 2013 Environmental Excellence Awards,

- Recycler of the Year awarded by the City of San Diego;

- The Green Environmental Management System 2013 Woman of the Year Award received by Jean Parkinson, Green Environmental Management System Coordinator, for her leadership in sustainability;

- ENERGY STAR certification for the 5th consecutive year in 2014.

In its Strategic Plan for 2010-2015, several building renovations and new construction projects have been underway, including replacement of the Spinal Cord Injury Unit and new parking garages.

Project managers consults with Mr. Jon Coger, Energy Engineer, VA San Diego Healthcare System to ensure that sustainability and energy efficiency goals set by the SDVA, VASDHS, and VA Administration are met.

The SDVA building is benchmarked quarterly given the renovation activities and annual increase in census. In order to improve the energy performance of the building, the following measures were taken in 2014:

1. The Energy Manager has shared many emerging technologies with his colleagues, particularly in the advanced lighting control and LED lighting areas. Several lighting pilots were successfully conducted with new LED tubes and retrofit kits, as well as LED fixtures in the psychiatric ward, examination rooms, and laboratories.Tthe excellent results recorded in surveys of occupants allowed Jon Coger to share these new technologies with the engineering and design teams. An advanced lighting control system was specified in a new construction project as a result of the pilot conducted in partnership with San Diego Gas & Electric Emerging Technologies Program in 2010-2012.

2. Three air conditioning/air handling units were replaced in 2014 with new state of the art air handling units as the old ones were failing and running inefficiently.

3. The public elevator and service elevator systems were replaced with new and more energy efficient elevator cars and hosting systems. Approximately six public elevators and four service elevators were replaced in 2014.

4. The SDVA continues to implement electricity demand reduction strategies during hot summer months by "load shedding" during critical peak usage. This has helped San Diego Gas & Electric meet peak demand usage throughout San Diego County in spite of record temperatures recorded in August and September.

A comprehensive 2015 Energy Management Plan is being drafted and will incorporate many key elements of the ENERGY STAR Guidelines for Energy Management.

Mr. Jon Coger, the Energy Manager of VASDHS, and the Engineering, Design, and Facilities Management teams, adhere to the guidelines of Executive Order 13514, the VA's 2013-2014 Strategic Sustainability Performance Plan (SSPP) and Climate Change Adaptation Plan. The teams have been recognized internally by the SDVA leadership as well as by the Department of Veteran Affairs Washington, DC Headquarters under the VA Green Management Program Service (greenva@va.gov).

Special recognition goes to Mr Jon Coger, Energy Engineer, for his exemplary commitment to the 2014 VA Directive 0055 of the U.S. Department of Veteran Affairs. He incorporates in his energy managment plan the Federal Guiding Principles for High Performance and Sustainable Buildings and embraces new and emerging energy efficiency technologies, recognizing the full potential of the solutions they provide toward meeting the goals of Executive Orders 13514 and 13423.

Communications:

The ENERGY STAR is prominently displayed at the main entrance of the Medical Center. SDVA's energy engineer Jon Coger continuously recommends the ENERGY STAR program to his colleagues within the VA Desert Pacific Healthcare System.


January 7, 2011: The entire Engineering team and Electrical Shop of the Medical Center received recognition on the U.S. Department of Veteran Affairs website in the article, "San Diego Receives a 2010 ENERGY STAR Award."


2009: SDVA's DHPS project received the "Energy Champion" award from San Diego Gas && Electric at its 2009 Energy Showcase. SDVA was featured by San Diego Gas && Electric Company in an online video that is shared with the general public and the veteran community on the U.S. Department of Veterans Affairs website.


2009: SDVA received three globes as part of the Green Building Initiative's 2009 Green Globes Awards.
