The Glastonbury Town Hall is a 3-level masonry structure built as a school wing in 1940 and converted to the Town Hall in 1982. The building is fully air conditioned with a direct expansion system and air handlers. The heat is provided by a hydronic system.  All heating, ventilating, and air conditioning systems are under Direct Digital Control (DDC). The facility earned the ENERGY STAR for superior energy performance in 2007 and 2008. Some of the actions taken to increase the energy efficiency of the Town Hall to qualify for the ENERGY STAR include:

-- Implemented an employee energy awareness program.

-- Retrofitted existing lighting systems with more efficient systems.

-- Purchased energy-efficient computers/monitors.

-- Installed DDCs on heating, ventilating, and air conditioning systems.

-- Installed variable air volume (VAV) dampers in ventilating system.

-- Programmed temperature set-backs in rooms during unoccupied periods.

-- Purchased electricity and natural gas through competitive procurements.

-- Installed variable frequency drive (VFD) controllers on large electric motors.

-- Performed regular preventive maintenance and filter changes on a scheduled basis.

-- Installed occupancy sensors in rooms to control lighting.

-- Installed vending machine controllers.

-- Replaced older AC condensers with high efficiency condensers.


The Town also participates in the Connecticut Clean Energy Fund 20% by 2010 program, in which it has pledged to purchase 20 percent of the electricity needs of the municipal and education buildings from clean, renewable sources by the year 2010. To meet its obligation, the Town has a graduated program of purchasing Renewable Energy Certificates (RECs) to achieve that goal.   

An energy audit of the Town Hall and other municipal facilities was performed, and the recommendations have either been implemented (vending machine controllers, higher efficiency AC condensers) or are being implemented (upgrade of DDC system, radiant heat in garage bays) to further improve the energy performance of the Town's facilities.
