On November 7, 2006, voters in the Concho Elementary School District No.6 passed a Special Bond Election to issue General Obligation Bonds for new construction. The goals included building a new food serving area and a junior high classroom wing that would include science and computer lab facilities.
To accomplish these goals, the district chose to use an Alternative Project Delivery Method called Design-Build. Using a Request For Qualifications that followed the APDM Rules in R7-2-1116 issued by the Arizona Department of Education in March 2007, the district became one of the first schools in the State to utilize the new ADE procurement guidelines. Through this RFQ process, the District entered into an agreement with the team that was ranked the highest by its selection committee. This Design-Build team was led by Pete Trowbridge of TrowTiere Precision Construction LLC from Gilbert, AZ and included Loren Sadler, AIA from Winslow, AZ. Involving all parties as a collaborative team from the very beginning of the process allowed the district to focus on value engineering, constructability, and sustainability while working within a guaranteed maximum price. The resulting project was a hybrid permanent modular and site built construction. This collaboration has resulted in a faster building completion time and an impressive list of energy-efficient upgrades for under $150 per square foot. Construction broke ground January 7, 2008 and was completed May 21, 2008.
The following is a list of some of the green building and energy-efficient features included in the new construction.
The district communicates about its energy efficiency efforts through press releases in the local newspaper, presentations at School Governing Board Meetings, in school newsletters, and on the school website. To further educate our students, staff, and the public, we are now putting informational placards in the hallways that describe the building's special energy-savings features. For example, under a tubular skylight diffuser will be a wall placard describing how the electronic lighting fixtures in the hallway automatically dim based on the amount of natural daylight present.
