Rosemount-Apple Valley-Eagan Independent School District 196 serves approximately 28,000 students in early childhood programs through 12th grade and is the fourth largest school district in Minnesota. The district has 18 elementary schools, six middle schools, four high schools and an optional School for Environmental Studies at the Minnesota Zoo. With a long-time commitment to energy conservation already in place, the district, with support from the board of education and the superintendent, partnered with ENERGY STAR and the Schools for Energy Efficiency® (SEE) program to further educate students and staff to improve energy performance in the district. A district energy committee of representatives of different departments and schools was established to define the districts energy guidelines. 

In 2009 the district earned Top Performer Leaders recognition for achieving an average energy performance rating across its portfolio of buildings of 76. The district has implemented SEE program strategies designed to help schools meet their energy saving goals, such as turning off computers and lights when not in use, displaying a poster campaign to help educate the students and staff, and maintaining the efficient operation of equipment. These small changes have saved the district $340,000 in 2008 alone. Other energy efficiency initiatives include installing Watt Misers on all vending machines, retrofitting lighting, installing high efficiency boilers and chillers, utilizing energy management systems, and specifying the use of energy-saving equipment during construction/renovation projects.  An incentive program was also initiated throughout the district to give a small percentage of the savings back to the schools that are meeting the goals of the SEE program.
