Named for the state's retired U.S. Senator, the Robert J. Dole U.S. Courthouse is a 6-story facility in Kansas City, KS. The building is home to U.S. District Courts and related agencies, as well as offices for the Department of Defense Inspector General, the Department of Health and Human Services, and the Environmental Protection Agency.

 

U.S. General Services Administration staff members at the Dole Courthouse are focused on energy conservation. GSA's operations management team, maintenance contractor Urban Services Group, contractor IBS Janitorial Service, and building staff collaborate in the continuous process to improve energy efficiency and reduce energy usage.

 

GSA installed a new lighting system that uses fewer bulbs to provide an equally effective lighting environment. The agency also installed lighting motion sensors, air handler variable frequency drives (VFDs) and waste-reducing paper towel dispensers.

 

Utilizing the facility's environmental management system and building automation system, GSA monitors facility trends to minimize energy usage and provide a comfortable working environment for tenant agencies.

 

These and other energy improvements increased tenant comfort and decreased overall energy usage by 6 percent from 2003 baseline figures.

 

As for the future of energy efficiency at Dole Courthouse, GSA plans to replace the roof with a well-insulated, white cool roof. The new roof will include an integrated thin-film photovoltaic array to supplement the facility's energy supply.

 

Other proposed upgrades include high performance lighting and controls, high efficiency chillers, new high efficiency chilled water, and condenser water pumps, and direct digital controls for the chilled water plant. GSA will also replace cafeteria equipment with ENERGY STAR qualified models.

 

The Dole Courthouse is in the midst of a retro-commissioning and metering study to ensure that proposed energy upgrades will reduce operation and maintenance costs. The study may also identify additional opportunities to reduce energy demand.

 

These and other improvements are expected to receive approximately $4.6 million in American Recovery and Reinvestment Act (ARRA) funding.

 

The federal government is the largest energy user in the United States. Operating federal buildings in accordance with ENERGY STAR building specifications shows GSA's commitment to leadership in energy efficiency.

GSA uses tenant board meetings to inform agencies about energy-saving initiatives. In turn, tenant agencies provide suggestions regarding energy efficiency, and they actively monitor their own usage.
