Learn about the many ENERGY STAR resources, tips, and tools; from Interactive lighting guides, Fun Facts, talking points, and sample newletter articles, to event and promotional ideas this online toolkit has what you need to help you get the job done.

    Change inefficient incandescent light bulbs to ENERGY STAR qualified models where appropriate. The ENERGY STAR Choose a Light Guide can help you identify the appropriate places for ENERGY STAR qualified light bulbs.

    We can’t count your efforts if you don’t tell us about them. Help your installation succeed by reporting your progress and efforts to our campaign staff. Find out more about what information to collect and how your progress will be monitored.

Create Your Team

Creating a team is an important element in developing, implementing, and promoting your participation in ENERGY STAR OPERATION CHANGE OUT. Assemble the team that best suits your needs and fits with your available resources.

WHO WHY
1. Top level official or executive: Base Commanding Officer, Military Housing Provider Executive

Support from the highest level shows the commitment you have to improving energy use and to motivating others to do the same. This support can be used to engage your community at all levels.
2. Someone involved in energy operations: Energy Managers, Facilities Managers, Environmental Manager, Sustainability Coordinator

An energy manager, facilities manager, environmental manager, or sustainability coordinator can be key in helping improve the energy performance of the buildings in your community. They can help set internal policies and practices that will reduce energy consumption, and they can be the ones to track the progress of these efforts.

These individuals can also help train members within the community on tools and resources available to help improve energy performance. They can host in-person events for different members of the community and gather support from other groups that have similar energy and environmental goals.
3. Someone to work with the media: Public Affairs Officer, Public Relations associate

Someone from communications or public relations can help promote your successes in energy efficiency to the community and can use materials from the OPERATION CHANGE OUT toolkit to post newsletters and press releases.
4. Someone who works with the broader community: Community outreach team, Spousal volunteer groups

This individual can help engage the broader community on why improving their energy performance matters and how they and their community can benefit from doing so.

Tips for procuring large quantities of ENERGY STAR qualified light bulbs

  • Request ENERGY STAR qualified light bulbs from your current supplier.
  • Visit www.energystar.gov/QuantityQuotes to receive quotes on large orders from ENERGY STAR supplier partners.
  • Work with ENERGY STAR OPERATION CHANGE OUT staff to connect with ENERGY STAR manufacturing and utility partners for this special effort.

Tell the World

The ENERGY STAR OPERATION CHANGE OUT campaign team will work with privatized housing providers and base energy managers, or the designated base champion, to collect the tracking information. Report your progress to operationchangeout@drintl.com. We can’t count your efforts if you don’t tell us about them. We are most interested in the following information:

  • The total number of housing units on base (privatized housing units and DoD barracks), which will serve as your base’s target goal;
  • The number of units that changed one or more lights to ENERGY STAR qualified models, to measure your progress toward your goal;
  • The total number of bulbs changed to ENERGY STAR qualified models, to identify your actual achievement;
  • Reported education and awareness efforts and ENERGY STAR Pledges received, to show how bases leveraged ENERGY STAR OPERATION CHANGE OUT to educate the base community about ENERGY STAR lighting.

Don’t forget to SHOW YOUR COMMITMENT by sending your progress including photos of efforts your base is making to educate the community about energy efficiency and send them for posting on energystar.gov/OCO to operationchangeout@drintl.com

Want to Do More?

When you’ve completed your bulb change-out, consider changing out inefficient old refrigerators, freezers, and clothes washers on base or in base housing, and replacing them, if needed, with new ENERGY STAR qualified models. The ENERGY STAR Make a Cool Change: Recycle Your old Fridge or Freezer Campaign and the ENERGY STAR Make a Clean Change: Recycle Your Old Washer Campaign can make it easy.
