Funding Opportunities
Policymakers can establish program requirements, develop competitive funding criteria, and provide project funding that is dependent upon the construction and rehabilitation of homes to be energy efficient. Major publicly-funded affordable housing administrators and their funding programs as they relate to energy efficiency include:
US Department of Housing and Urban Development (HUD):
- Energy Efficiency With CDBG and HOME Grant Programs
— learn how energy efficiency measures can be funded through CDBG and HOME grants. - Apply for a HUD grant — energy efficiency measures are eligible costs in HUD grant programs including HOME, CDBG, HOPE VI, and SHOP.
- HUD's M2M Green Initative — a nationwide pilot initiative to encourage owners and purchasers of multifamily properties to sustainably rehabilitate and operate properties
US Department of Agriculture (USDA):
- Section 515 Rural Rental Housing Program for New Construction — this housing program awards points to applicants who construct ENERGY STAR certified homes.
US Department of Energy (USDOE):

- Climate Showcase Communities Grant Program Request for Applications (RFA)

State Housing Finance Agencies (HFAs) and Other State and Local Programs:
Many state HFAs promote energy efficiency as part of the criteria used to competitively allocate low income housing tax credits.
